Buffering and recovery autonomy, recomputed on the storms you select: how the power-caused sewer releases ended according to their own narratives, how far ahead of the county's restoration they ended, how many days the wet wells bought, and whether the cell network came back before or after the grid.

The end class is read from the narrative by fixed rules with precedence operator, grid, repair; half of the power-caused releases state no end. The county share out on the end day cannot classify a release, because a station's feeder can be restored while the county stays dark.
